The State of the County Luncheon is an annual event bringing together Orange County elected officials, public sector employees, business people and residents.

The goal of the luncheon will be to explore the past, current and future state of the County through presentations made by an esteemed panel of County officials.

Katrina Foley currently serves as an Orange County Supervisor and Vice Chair of the Board of Supervisors.

Katrina was elected to the Board of Supervisors in 2022 to represent the newly established District 5, which includes the cities of Aliso Viejo, Costa Mesa, Dana Point, a large portion of Irvine, Laguna Beach, Laguna Hills, Laguna Niguel, Laguna Woods, Newport Beach, San Clemente, San Juan Capistrano, as well as the unincorporated areas of Coto de Caza, Emerald Bay, Ladera Ranch, Las Flores, Rancho Mission Viejo, Stonecliffe and Wagon Wheel. This is her second term on the Board of Supervisors, where she previously served District 2.

As County Supervisor, Supervisor Foley remains committed to reducing homelessness among our most vulnerable populations, investing in sustainable infrastructure and climate resiliency, protecting our beaches, parks, and open spaces, revitalizing the middle class through job creation and support for small businesses, improving access to County services, and ensuring safe neighborhoods.

Katrina was previously elected to the position in a special election in March 2021 to represent the residents of Costa Mesa, Cypress, Huntington Beach, La Palma, Los Alamitos, Newport Beach, Seal Beach, Stanton, the unincorporated area of Rossmoor, and portions of Buena Park and Fountain Valley. In January 2022, redistricting adjusted map boundaries and she represented additional areas including Santa Ana and portions of Garden Grove, Tustin, Orange, and Anaheim.

Foley, a successful businesswoman, community leader, and attorney, became the City of Costa Mesa’s first directly elected Mayor in November 2018 and was re-elected in 2020. She served on the Costa Mesa City Council for 14 years, including serving as Mayor between 2016-2017.

Foley previously served on the Newport Mesa Unified School District Board of Trustees from November 2010 to November 2014, with a focus on making local Orange County communities better for families.

Supervisor Foley is also President of the Foley Group, PLC, based out of Costa Mesa, California. The Foley Group, PLC provides services in civil, business, and employment litigation. In 2001 and 2004, Foley was honored by Women in Leadership and the National Association of Women Business Owners at the annual “Remarkable Women Awards” event.

A proud graduate of Head Start and a Pell Grant recipient, Supervisor Foley understands what it is like to grow up in a family facing financial challenges. Supervisor Foley resides in Costa Mesa with her husband, two sons, and her mother.

Orange County Supervisor Donald P. Wagner was first elected to the Board of Supervisors in a special election in 2019 and was re-elected to full terms in 2020 and 2024.

During his tenure, he was voted by his colleagues to serve as Chairman of the Board in 2023 and 2024.

Supervisor Wagner is honored to serve the County’s Third District, representing over 630,000 residents in the communities of Anaheim Hills, Irvine, Lake Forest, North Tustin, Tustin, Orange, Mission Viejo, Rancho Santa Margarita, the unincorporated canyons, Villa Park, and Yorba Linda.

Supervisor Wagner currently serves on several committees and commissions, including the Orange County Fire Authority, Orange County Transportation Authority, Transportation Corridor Agencies, Southern California Association of Governments, the Orange County Council of Governments, the Orange County Local Agency Formation Commission and the Orange County Criminal Justice Coordinating Council.

He holds a bachelor’s degree from the University of California, Los Angeles, earning a Juris Doctorate in 1987 from the University of California, Hastings College of Law; he joined the California Bar that same year.

Supervisor Wagner is a former South Orange County Community College District Trustee for three consecutive terms, balancing every budget and paying off all debts without additionally burdening the taxpayers. This leadership earned him an unprecedented six years as Board President.

During his six years in the State Assembly, he gained invaluable experience on a wide variety of committees, including all the financial committees. As the former Vice-Chair of the Assembly Judiciary Committee, his committee had jurisdiction over the legal profession, the courts, and most state governing codes. On financial committees, he oversaw all state spending and revenue, quickly earning a reputation for expertise in government fiscal affairs, such that he was twice asked by the Association of California Cities – Orange County to teach government finance and budgeting to local elected officials at UCI.

During his time as Mayor of Irvine, he ensured the Great Park project bloomed after $200 million was wasted away under prior city council leadership. He brings this level of service to the community at the County level; in 2019, he expanded public resources without raising taxes when he reopened Irvine Lake for shoreline fishing. The Lake was previously closed for three years to the public. Supervisor Wagner continues to engage directly with the residents to help address local issues, improve public safety, and enhance the quality of life in Orange County.

He is an active participant in Orange County business and legal communities with prior service on several committees and advisory boards for the Orange County Bar Association, including a Judge Pro Tempore in the Superior Court of Orange County. The Orange County Register, Los Angeles Times, California Globe, Fox News, and several local media outlets have published his articles on legal, political, and cultural topics.

He has dedicated his free time to nonprofits and charities, serving as the past president of the American Lung Association of Orange County. He is also the founder and first president of the Orange County Chapter of the Federalist Society, a national organization of lawyers, judges, and law professors that ensure judicial integrity and strict adherence to the Constitution of the United States.

Supervisor Wagner lives in the unincorporated area of his District with his wife, and previously in Irvine, where they raised their three children.

Jon Gould is a distinguished scholar in justice policy, social change and government reform who has held key positions in the U.S. Department of Justice and the National Science Foundation. He assumed the deanship on Jan. 1, 2022.

Gould leads the nation’s only school of social ecology, established in 1970 in response to high demand for more socially relevant research. For more than 50 years, the school has been an internationally recognized pioneer in developing interdisciplinary approaches to social problems. Its highly ranked faculty in criminology, law and society; urban planning and public policy; and psychological science engage in research and education to foster informed social action and make the world a better place. He helped create and leads the UCI-OC Poll, which regularly surveys Orange County residents about pressing problems to help identify potential solutions.

Gould’s expertise covers justice policy, social change and government reform. He was the principal investigator for the Preventing Wrongful Convictions Project, a multiyear research initiative funded by the National Institute of Justice. He is the author of five books and more than 100 articles and reports on such diverse subjects as erroneous convictions, indigent defense, prosecutorial innovation, police behavior, hate speech, sexual harassment and international human rights. He earned a master’s degree in public policy and a law degree at Harvard University and a Ph.D. in political science at The University of Chicago.

Gould has filled a range of government leadership roles, including senior policy adviser in the U.S. Department of Justice and director of the Law & Social Sciences Program at the National Science Foundation. In 2015, U.S. Chief Justice John Roberts appointed him as reporter for a committee of the federal courts evaluating the operation of the Criminal Justice Act. Gould is a fellow of the American Bar Foundation, a former U.S. Supreme Court Fellow and a former trustee of the Law & Society Association. He received the Administration of Justice Award from the U.S. Supreme Court Fellows Alumni Association in 2017.
