Dave Kiff
City Manager, Newport Beach

Dave Kiff became city manager of Newport Beach in September 2009.  He is responsible for the city government’s operation and policy implementation, directs 10 departments and 725 fulltime employees, and manages an annual budget of approximately $260 million.

Dave joined the City of Newport Beach staff in 1998 as the assistant to the city manager and gradually promoted to deputy city manager and then assistant city manager before being selected by the City Council to fill the organization’s top administrative spot.

During his tenure with Newport Beach, Dave has been responsible for a number of high-profile projects and programs. He helped form the city’s water quality program, managed the annexations of Newport Coast and Santa Ana Heights, worked to extend the City’s agreement with the County of Orange for John Wayne Airport, and helped secure more than $24 million in state and federal grant money for city projects, including approximately $19 million of federal funding for dredging of the upper and lower Newport Bay. Working closely with the City Council, Kiff positioned Newport Beach among the state’s leaders in pension reform and addressing group residential uses. Under his leadership, Newport Beach remains fiscally strong with more than $60 million in reserves and a AAA bond rating from all three rating agencies.

Prior to joining Newport Beach, Dave worked for the city of Orange, the Orange County Board of Supervisors and the California State Legislature. In the early 1990s, he was a policy analyst for the Senate Local Government Committee under the direction of its chair, Marian Bergeson.
