Jim Houlihan is the Deputy Public Works Director/City Engineer for Newport Beach. He has been with the City since 2019 and prior to Newport Beach, Jim was the City Engineer with the City of Irvine. Jim’s experience over his 37-year career includes consulting, private land development and public agency service.

He manages the City’s Capital Improvement Program and a team of 38 staff members focused on Traffic/Transportation, Water Quality, Inspection, Development Review and the CIP.
