 anager\, Orange County Employees Association\n\nJennifer Muir is the Gener
 al Manager for the Orange County Employees Association\, which represents 
 approximately 18\,000 workers in Orange County who keep our communities sa
 fe and healthy. She is also a Board member for the Concordia University Ce
 nter for Public Policy\, and serves in collaboration with community and la
 bor organizations across the state of California. She writes a weekly colu
 mn in the opinion pages of the Orange County Register about issues affecti
 ng working people.\n\nJennifer came to OCEA in 2010 from the Orange County
  Register\, where she was a nationally recognized investigative reporter a
 nd covered beats across the County\, including county and city government\
 , health care\, and legal issues. Before the Register\, Jennifer wrote abo
 ut crime on the South Texas border in the City of Brownsville.\n\nShe grew
  up in Garden Grove and graduated from Pepperdine University.\n\n&nbsp\;\n
 \nRussell Mangum\, III\, Ph.D.\nProfessor\, Concordia University\,  Irvin
 e\, School of Business\, Economics\nSr. Vice President\, Nathan Associates
 \nProfessor Mangum has over 20 years experience in economic instruction\, 
 research and analysis. Dr. Mangum has taught courses in economics\, statis
 tics\, econometrics\, and finance at five colleges and universities.  He 
 has also served as a consulting and testifying expert in the private secto
 r and for local\, state\, and federal governments. His consulting practice
  focuses on economic analysis and expert testimony in a wide range of matt
 ers involving intellectual property\, antitrust\, class certification\, st
 atistical analysis\, and damage quantification. Examples of his work as an
  expert include estimation of lost profits and reasonable royalty in paten
 t infringement matters\; analysis of relevant markets and lost profits in 
 antitrust cases\; statistical and econometric analysis in labor and commer
 cial disputes\, and valuation of intellectual property.\n\n&nbsp\;\n\nMatt
  Sutton\nCalifornia Restaurant Association\nVice President\, Government Af
 fairs + Public Policy\n\n\nMatt joined the CRA in March 2008. He oversees 
 the CRA’s Government Affairs + Public Policy department which includes a
 n advocacy component with state and local lobbyists and a political affair
 s component that handles the CRA Political Action Committee and the CRA Is
 sues PAC. In addition to managing the department\, Matt lobbies on issues 
 at the state level and local level. Matt joined the CRA as senior legislat
 ive director and was promoted to Vice president in 2012. His impressive ba
 ckground includes nearly 20 years of experience in government affairs. Pri
 or to joining the CRA\, he spent six years lobbying on health care financi
 ng\, tax policy\, corporate liability and governance\, and technology issu
 es for the California Manufacturers and Technology Association. Matt also 
 served as manager of state government affairs for the American Electronics
  Association. His State Capitol experience includes positions of legislati
 ve director and legislative aide for Assemblymembers. Matt graduated from 
 St. Mary’s College with a B.A. in economics and completed his M.A. in pu
 blic policy and administration at California State University\, Sacramento
