 e Manager of Access and Noise for Orange County’s John Wayne Airport.  
 In this position he is responsible for management and enforcement of aircr
 aft access restrictions\, the County's noise ordinance and its landmark 
 Federal Court Settlement Agreement between the County of Orange\, the Cit
 y of Newport Beach and two community groups. Mr. Gaskins manages the Acce
 ss and Noise Office staff who are responsible for the operation of the a
 ircraft noise monitoring system\, responding to noise complaints\, and ana
 lyzing airline utilization trends for compliance with its legal and regul
 atory obligations.\n\nPrior to joining John Wayne Airport in 2013 as an Ai
 rport Access and Noise Specialist II\, Mr. Gaskins held positions in airpo
 rt operations and noise abatement at Los Angeles World Airports\, Long Bea
 ch Airport and Santa Monica Municipal Airport.  Mr. Gaskins has served as
  Manager of Access and Noise for John Wayne Airport since November 2016.\n
 \nMr. Gaskins holds a Bachelor of Science degree in Industrial Technology\
 , specializing in Aviation Administration from California State University
 \, Los Angeles\, and a FAA Flight Dispatcher License from Sheffield School
